There are more complicated control systems using valves that need automatic control which is based on external input. For example, regulating flow through a pipe to a changing set point. These situations normally require an actuator. An actuator would stroke the valve depending on its set-up and input, which allows the valve to be places precisely while enabling control over a variety of requirements.
